Highland is a town with a population of approximately 23,622 according to the 2020 census. â€‹

Highland has several neighborhoods and subdivisions. They include: Arbor Hill, Boulevard Estates, Brantwood, Ellendale, Golfmoor, Highland Terrace Estates, Homestead, Hook's, Lakeside, Meadows, Pettit Park, Sandalwood, Southridge, White Oak Estates (of Highland), Wicker Highlands, Wicker Park Estates and Wicker Park Manor (Frog Hollow).  Total area of the town is 6.97 sq. miles.

Vision

Through-out the community planning process, our team will focus on how to best achieve the community’s goals, support local economic development, improve overall quality-of-life, and leverage existing assets. We will explore strategies to address appropriate land uses along major corridors that will strengthen Highland as a great place to live, raise a family, work, and recreate. We will also review
the zoning code to determine what modifications are needed to support the community’s vision for the future.


During the planning process, we will prepare future land-use maps, special area plans and models of potential development scenarios with recommendations to guide the Town and property owners towards achieving the community’s vision, and help facilitate future changes based on, anticipated market demand.


We will identify infrastructure enhancements and landscape / streetscape improvements that will help facilitate and improve traffic flow, bikes, and pedestrian access along major corridors. Guided by Town leadership, we will identify implementation strategies, new policies, regulations, and incentives to support
this future vision.

Utilizing the input received from citizens, stakeholders and the Working Group, we will prepare a
series of initial sketch concepts as alternative plans to help illustrate approaches to planning for the Town
or identified sub-areas. These concepts include:


â–ª Land use framework
â–ª Community character and urban design and placemaking
â–ª Parks, open space and environment framework
â–ª Infrastructure, transportation and street framework
â–ª Subarea plans and target zones, i.e., Downtown, Kennedy Avenue, Indianapolis Blvd., Cline Avenue
â–ª Preservation and enhancement
â–ª Infrastructure and community facilities, including those of green and sustainable strategies
â–ª Other topics as they may be proposed or identified during the community meetings or by the Working Group.
